Rinoa Cosplay PLEASE HELP!?

Okay, I know that is Rinoa (FF8) is a fairly easy costume to make and so, but I really want to try to do something very carefully. See the only problem I can see from here is the rock and the texture / color. Even where I could find something like her sky blue I guess you can call it dress like a vest. Only the way the texture. So yeah help please and thanks.
