Who should I cosplay as?

I am a closet cosplay with my friend since I to this Agreement, and I'm just a photographer anyway, but it is the fact that at least I cosplay a character. I'm going to Congress in a black miniskirt, a white, long-sleeved blouse, black vest, white or black knee-length socks and black shoes. Perhaps a red ribbon as a tie. I would like a schoolgirl, but she says I must be someone from an anime. I also have the chin hair. Who can i? : D Thanks for the suggestions ^ - ^ I have black hair, by the way.
